Enable CI gate: fix Doxygen and add workflow.

Clear doc-block warnings so doxygen exits 0, add GitHub Actions for host tests, Doxygen, and manual sync, and document CI in the manual. Co-authored-by: Cursor <cursoragent@cursor.com>
