Add PCB intra-pair skew only when the datasheet gives millimetres.

PS-SI-001 and decoupling skip without a numeric layout_rule. Tests use simple_project nets, not invented USBPHY boards. Co-authored-by: Cursor <cursoragent@cursor.com>
