Import RTL8211F-CG via import_snapeda.py

Realtek Gigabit Ethernet PHY, imported from a SnapEDA KiCad export zip
(symbol + QFN40P500X500X90-41N footprint + STEP 3D model, all bundled
together). This is the first real-world use of scripts/import_snapeda.py.
